Vermilionville Chicken Fricassee

3 teaspoons Cajun/Creole seasoning, divided

4 tablespoons chopped garlic, divided

3 cups chicken broth or stock, divided

2 cups water

3 tablespoons chicken base

1/2 cup roux

4 cups cooked Louisiana rice
